Moderate winds have blown these structures down and into roadways presenting unreasonable hazards. To meet the wind load resistance they must be securely affixed to the ground which makes them permanent structure by definition. Zoning requirements prohibit the first 20’ of the front yard from having permanent structures installed prohibiting the canopies.
