Contra Costa Board of Supervisor Eviction and Rent Freeze Ordinances in Reverse Chronological Order

On June 22, 2021, the Contra Costa County Board of Supervisors unanimously passed Urgency Ordinance No. 2021-20 that continued a temporary eviction moratorium for certain residential tenants and a moratorium on certain residential rent increases through September 30, 2021. The ordinance has not been extended beyond September 30, 2021.

At a Board meeting on March 23, 2021, the Contra Costa County Board of Supervisors unanimously passed Urgency Ordinance No. 2021-11 to continue the temporary prohibition on evictions of certain small-business commercial tenants financially impacted by the COVID-19 pandemic. This protection now continues through June 30, 2021. Protections for residential tenants were unchanged by the urgency ordinance and last through June 30, 2021. At a Board meeting on February 2, 2021, the Contra Costa County Board of Supervisors unanimously passed Urgency Ordinance No. 2021-04 that continues a temporary eviction moratorium for certain residential tenants and a moratorium on certain residential rent increases through June 30, 2021. The Urgency Ordinance also continues a temporary eviction moratorium for certain commercial tenants through March 31, 2021. Ordinance No. 2021-04 supersedes Ordinance No. 2020-29. At a Board meeting on November 17, 2020, the Contra Costa County Board of Supervisors unanimously passed Urgency Ordinance No. 2020-29 to continue the temporary prohibition on evictions of certain small-business commercial tenants financially impacted by the COVID-19 pandemic. This protection now continues through January 31, 2021. Protections for residential tenants were unchanged by the urgency ordinance and last through January 31, 2021. At a Board meeting on September 29, 2020, the Contra Costa County Board of Supervisors unanimously passed an amended an Urgency Ordinance No. 2020-26 to authorize a temporary prohibition on evictions of certain commercial tenants impacted by the COVID-19 pandemic. These prohibitions of commercial evictions and the specified exceptions last through November 30, 2020. The Ordinance supersedes Ordinance No. 2020-25 and provides additional protections for certain residential tenants. On September 22, 2020, the Board of Supervisors unanimously passed an urgency ordinance that continues a moratorium on certain evictions for residential tenants in the County through January 31, 2021. Urgency Ordinance No. 2020-25 also continues a moratorium on certain residential rent increases through January 31, 2021. See Press Release and Press Release in Spanish (PDF). Contra Costa County’s urgency ordinance provides additional protections to the state’s COVID-19 Tenant Relief Act of 2020 (the Act), which passed and took effect immediately on August 31, 2020.

On July 14, 2020, the Board of Supervisors unanimously passed an urgency ordinance that continues an eviction moratorium for residential properties and small businesses through September 30, 2020. The urgency ordinance also continues a temporary rent freeze for certain residential properties through September 30, 2020. On May 26, 2020, the Board of Supervisors passed an urgency ordinance that continues an eviction moratorium for residential properties and small businesses through July 15, 2020. On April 21, 2020, the Board of Supervisors used its emergency powers under state law to pass a comprehensive eviction protection and temporary rent freeze urgency ordinance.
