Contra Costa County Departmental Closures Due to COVID-19

As the county continues to respond to the COVID-19 pandemic, many non-essential county functions from across departments have been temporarily suspended to comply with the Bay Area-wide Shelter in Place Order. Please find below a list of closures and service modifications for County Departments: 

Agriculture / Weights & Measures

Buchanan Field and Byron Airport remain open for essential operations. Airport administration offices are open, but closed to the public. Administration offices hours will be Monday – Friday, 9 am to 4 pm.

Animal Services:

The following changes will be in effect by 12:01 am on March 17, 2020, until further notice (UFN)

Pinole Shelter is closed to the public and to impounds

Martinez Shelter by appointment only for: Lost/Found, Return to owner cases, transfer partners.

The following services are CLOSED: Adoptions, Public spay/neuter, Vaccination clinics, Mobile adoptions, Owner surrenders (unless public risk, severe behavior or urgent medical need)

Following services CONTINUE: Dispatch services (stray aggressive/sick/injured, bite quarantines, etc), Call center, Martinez front lobby for appointments (described above), Auxiliary duties (billing, bite reports, noise ordinances, etc.)

The Assessor’s office is closed from March 16 to May 4, 2020, due to the Shelter in Place Order.

Clerk of the Board of Supervisors:

Starting March 17, 2020 through May 4, 2020, the Clerk of the Board will operate on a modified schedule, and will be open from 10 AM to 2 PM.

During non-public hours, please email and a member of our staff will contact you as soon as possible.

Child Support Services:

To protect the health of the community, Child Support Services has closed its lobby for all direct customer services, including Genetic Testing Services and the Family Law Facilitator, through May 3, 2020. Their drive-up payment window will remain open weekdays from 8:00 am to 5:00 pm.  Although our lobby is closed, they are still providing full services.  Customers can continue to use one of these options to contact them:

Clerk-Recorder/Elections Division:

The Clerk-Recorder-Elections Department remains open to provide essential services, but access to buildings and in-person services is limited. The Department is urging customers to use online services in an effort to help reduce the rate of COVID-19 transmission. In-person services are currently limited to transactions that cannot be done online, over the phone or through the mail. Department of Conservation and Development:

Due to the shelter in place issued by the county health officer, nonessential activities have ceased, and all department of Conservation and Development buildings are closed to the public until further notice. We are working to process applications for essential infrastructure and businesses and critical safety repairs. Contra Costa Health Services (CCHS):

Contra Costa County Health Services Department and its Health, Housing & Homeless Services (H3) remain operational. Visit for latest updates. For other Health Services, visit for service updates.

  • The Contra Costa County Health Housing & Homeless Services department remains operational during the COVID-19 shelter in place order. The Core Teams are still in operation and seeing clients in the field while exercising social distancing. Trinity Center in Walnut Creek and Grip Care is Richmond are continuing operations. The Concord Care Center is currently closed for improvements. County Administration:

County Administration is open for County business, but closed to the public. The office of Reentry and Justice will be closed at this time. The office of Communications & Media and Contra Costa Television are open for County business, but closed to the public. District Attorney:

Due to the Contra Costa County Health Officer order all of the offices are closed to the public at this time. However, the Office continues to operate to ensure cases are heard in superior court. While the court is only open on a limited basis, certain cases require a hearing. As of now, the phone lines remain open - our main line is 925-957-2200.

The Contra Costa County Community Services Bureau, part of the Employment & Human Services Department (EHSD), has temporarily closed its childcare centers effective Tuesday, March 17, 2020 through May 3, 2020.

Health Housing & Homeless Services:

The Contra Costa County Health Housing & Homeless Services department remains operational during the COVID-19 shelter in place order. The Core Teams are still in operation and seeing clients in the field while exercising social distancing. The Shelters are not currently taking in new clients at this time.  Handwashing stations and port a potties have been installed across the county, including the cities of Richmond, Antioch, Walnut Creek and Martinez. Human Resources:

Human Resources Department is open for County business, but has limited in-person access to pre-approved appointments only with social distancing protocols. No other in-office services at this time.

New recruitments and referred lists will be limited to positions essential to emergency response requirements. Questions should be emailed to the HR Analysts assigned to each department.

Employees will continue to have access to the online Employee Self Service functions.

Library Services:

The Contra Costa County Library system is closed until further notice. Book drops will remain open, but as materials can carry viruses for several days, patrons are encouraged to keep items until the libraries reopen. The Library will automatically extend due dates on all materials. All overdue fines were eliminated in 2019 and no other negative consequences will result from late items during this closure.

Probation Department:

The Probation Department offices located in Martinez, Richmond and Antioch are closed to the public from March 16, 2020 through May 3, 2020. The Probation Department Field Services Division remains in operation, with limited services. Individuals on probation may still contact their assigned Deputy Probation Officer by telephone. Public Defender:

The office of the public defender will remain open during the Shelter in Place Order and court closure. However only the main Martinez office is open. The CCPD in Richmond and Walnut Creek will be closed until further notice. Contra Costa Public Defenders understand that this abrupt court closure will cause confusion and hardship for our clients and their loved ones. Public Works will be limiting activities in public areas to essential business only to comply with the order and to reduce unnecessary person to person contact. This is to help protect our customers and employees. Public Works staff will be available Monday – Thursday 7am - 5pm, Friday 7am – 4pm, closed 12-1 on Fridays only.

Sheriff Department:

Sheriff’s Office has temporarily canceled all professional, official, and social visits at the Martinez, West County, and Marsh Creek jails. However, attorney visits will continue with access to non-contact visit rooms only. The cancellation will be reassessed as conditions change. Additionally, the Sheriff is enforcement agency for the County Health Officer’s orders in the unincorporated areas of the county. To file a complaint, please visit here:

Superior Court:

The Court is closed to the public until at least April 28, 2020. The Chief Justice of the California Supreme Court and the judicial council have allowed some court activities to proceed, for full details, please visit:

Treasurer Tax-Collector:

In response to the Order of the Health Officer of the County, our office will be closed to the public until further notice. To communicate with the office, please email A representative will reply as soon as possible. Property tax payments can only be accepted by U.S. postal services, through our automated phone system at (925) 957-5280, or here online. If you need a receipt for proof of payment, a copy of your tax bill with the installment’s payment date is available in View Bill under Account Lookup. Veterans Service Office:

Contra Costa County CVSO will be closed to all walk-in traffic until further notice due to the Coronavirus. However, the staff is still working and ready to serve all Veterans, but can do so only by email, phone, or mail. You can reach them by email at or by phone at (925) 313-1481.If Veterans are experiencing fever, cold, cough, etc. or are worried about contracting COVID-19, they should call their VA facility before visiting. They can also connect through My HealthVet and the VA Video Connect app.

Special Districts & School Districts

School districts – all school campuses in Contra Costa County will be closed through rest of the school year. However online and alternative learning will continue.

Contra Costa Community College District extends remote learning through the end of the semester. Student Services and Summer Session will be offered Remotely as well.

East Bay Regional Park District 

The COVID-19 health emergency remains a serious and evolving situation. The East Bay Regional Park District has announced some park area closures to limit overcrowding and public safety. This past weekend, the Park District saw more people in parks than on a busy holiday. For updated closure information:

If you go to our parks: 

  • Maintain a 6-foot distance from other people
  • No groups, gatherings, or meetups (only immediate households should be together)
  • No picnicking (Walking, hiking, and running, horseback riding, biking, fishing only
  • Be aware of high-touch points (trail access gates, parking machines, etc. – use hand sanitizer or gloves)
  • Keep dogs on leash
  • Pack-in, pack-out trash, including dog poop bags (there is limited trash collection during COVID-19)
  • Bring water, hand sanitizers, and use restrooms at home before you come (bathrooms and water fountains are closed to prevent the spread of COVID-19)
  • Park properly and safely (parking restrictions will be enforced during COVID-19)

Contra Costa Water District 

CCWD has dedicated employees working 24/7 to deliver safe and reliable water to the families and businesses that we serve. All public offices are closed to public traffic but can be reached by phone or online. For updates:

East Bay Municipal Utility District- EBMUD

EBMUD will not disconnect customers’ water service due to billing/payment issues during this health emergency. They are also working for safe water delivery. For updates:


We have implemented a series of billing and service modifications to support customers who have been impacted by the pandemic:

1. Suspending service disconnections for non-payment and waiving security deposits;

2. Implementing flexible payment plan options; and

Republic Services

Their front office at our Pacheco location is temporarily closed to the public

Payment drop-off is still available here through our mail slot, or customers can call our local Customer Service number for assistance with online bill pay and other payment methods.

After this week, we will be suspending their bulky Pick-Up and On-Call Clean-Up programs.

This includes e-waste, appliances, furniture, and other materials that do not fit in a customer’s regular cart.

They are trying to reduce our drivers’ exposure and direct contact with items

Regular garbage, recycle, and organics pickups will continue as normal, and our local Customer Service center can still be reached every weekday at 925-685-4711.

During this time, there will be no interruption in services.

For the safety of our drivers, we are only picking up items in your cart until further notice.

Furthermore, in order to protect our employees and community, our offices are closed but we are accepting phone calls and payments through our dropbox at the office during normal business hours.
